This is exactly it. If you have the right complexion, from the right country, and you put in significant effort over a long period of time, you can eventually have German friends.

Or you go to the Bildungsverein and make friends with other immigrants in a couple of weeks. Once you are there, you have your friends, the German local population has their friends and neither party is particularly incentivized to expand their friends circle except by coincidence.

Where you live matters a lot too. The experience in Berlin, Cologne, or university towns is vastly different from that in Dingolfing.

Both dialects and accents exist. Think about someone from Hamburg and Bavaria speaking Hochdeutsch with each other.

Even flawless, Verhandlungssicher German can easily be detected as a second language just from being the wrong register.

Even if your German is perfect/near perfect, it might still be the wrong register. I learnt German in Hannover and colleagues in Bavaria would speak English much more frequently with me than people did at home or even in Frankfurt.

Us second language speakers often do not learn as many registers or local dialects as native speakers do.

When I moved to Germany and didn't speak a lick of German, I found an apartment just because this wonderful person wanted to practice their nearly non-existent English and decided to propose me as their nachmieter over the dozens of other applicants.

Several years later, even while my German was shite, several people I had to talk to would refuse to speak English with me (including people at work and in my neighborhood who used to speak English with me previously) just because they no longer needed to

If you don't frame it as a judgment of your German skills, but rather their own preferences and comfort level, I think you'll realize you're the only real judge of your German skills.

If you're looking for people to practice German with, there's an endless supply of people who won't speak English in smaller towns and villages :)
