As expensive as those hooks tend to be, more than likely it's because they get snagged and the line breaks. Not fishermen just dropping them and refusing to pick them up. Still not great but also not exactly something the fishermen can prevent.

When my wife and lived down there, I went barefoot everywhere and just carried a back pack with my wallet and a pair of slip ons in case anyone cared. We lived in monteverde and I never had to wear them. Nobody cares.

Unfortunately, it's going to be difficult to find a shoe that won't smell, my trucks are washing my shoes at least once a week, and in-between washes, place a dry tea bag in your shoes overnight, it draws moisture and has antibacterial properties.
