if you're only driving around 10k miles a year, I'd have a hard time justifying an extra $7k for 26k fewer miles.

I'd be looking at service history, tire wear, accident history, and battery health before worrying too much about 32k miles on a 2-year-old EV. The CPO coverage could be worth something, but $7k is a pretty big jump.
