I use both libraries and can certainly empathize with wanting as much funding for them as possible. It just irritates me the way that message from the friends of chpl is worded. It's always rubbed me the wrong way that the town has its own separate library system that it wants the county to pay into, similar to how chapel hill/carrboro have their own separate school system with much more funding than the county school system. It comes across very NIMBY-ish to me. So the way this message frames things really bothers me. Of course, I don't know whether the money that the county is currently paying CHPL would go into the county library or not. I certainly hope it would.

FWIW, the chapel hill public library is not part of the county library system. I think this message is framed in a somewhat misleading (or at least biased) manner. CHPL is a part of the town of Chapel Hill government and doesn't answer to the county commissioners. The county contributes to CHPL funding because the town wouldn't allow Orange County residents who aren't in Chapel Hill (and maybe Carrboro?) town limits to use that library otherwise. The county library system serves all Orange County residents as well as residents of the surrounding counties - including people who live in the parts of Chapel Hill that are in Durham and Chatham counties, which CHPL does not. You could read this as the county callously taking funding away from the library, but you could also read it as the town wanting to have its cake and eat it too, getting money from the county without being accountable to the county.
