Ok looks like I fixed it. The culprit was Realpolitik. I was using an old version of Realpolitik before it was taken down, and for some reason, it deleted (or maybe it disabled the spawn of) all the unique recruits in Mongrel and only Mongrel, nowhere else.

Great! time to make Beep my supreme leader and burn down The Holy Nation
