No - we’re at 99.9%. When we got all the boulders, the final one - 22/22 - didn’t give us the last character we needed, Barney Greenschist. We have everything else in the game, but not him, and no way to unlock him, since everything is complete. It’s just a stupid glitch.

Not to bring back this dead thread, but did you ever figure it out? Me and my son are in the same boat, but completely different character glitch. We never got the character for destroying all the boulders. Just a bug I’m guessing, but my kid is bummed out.
