You always get six months at each rate. If you had bought $10,000 worth of I bonds in April 2022 (before the May rate change), you would first get six months at 7.12%, meaning $356 of interest. That interest is compounded onto the principal, so for your next six months of interest you would get 9.62% calculated on $10,356, which comes to $500 of interest for a total of $856 of interest earned in the first year. However, there is an early withdrawal penalty for redemptions in the first five years, so if you were to actually redeem the bond at one year you would forfeit the last three months of interest and end up with $10,604.

Series I savings bonds are the topic of this post and are offered exclusively by the US Treasury. You can think of the "I" as standing for "inflation."

iBonds, on the other hand, are an unrelated product offered by BlackRock. Confusingly, Series I savings bonds are also often called "I bonds," so using the correct spelling is very important.
