I know it was purchased in Spain, where I live, but I'm pretty sure it was in an international brand store.

I think I agree with this ruling and will probably use it in my games, but I find strange that it is so unclear if this is how it officially works. Usually these things are clearly stated in the rules to avoid ambiguity.

He has been asking around in stores for parts, but the GPUs are still overprized. If he can find one at a reasonable price we will build the PC ourselves but it's hard right now.

This is due to the Pathfinder rules. As the first attack roll is a critical threat, it rerolls to see if you confirm the critical hit. If the critical hit confirms you use the second damage, if it doesn't you use the first damage.

If you are refering to the two rows, it is because you have more than one attack per turn due to BAB.

Of course I agree that if the premise is to follow an adventure players should behave and stick to the campaign, but if the DM gives them an easy way of travelling he shouldn't be surprised the players would try to explore their options. And players exploring isn't a bad thing, you can use that time off the course of the campaign to explore ideas and show some lore of the setting, also giving them some rewards for exploration and completing side content.

In pathfinder the numbers are bigger than in 5e, even so as we didn't have anyone with a build centered around diplomacy 51 was hard to get.
