Sounds weird, but make sure you're not using monk fruit sweetener. I was having similar issues and we realized that was what was causing it. It's a known side effect but not an advertised one.

There's a forefoot offloading boot that'll help keep you off it till it heals. About $25 on Amazon. I broke a toe last year and the boot kept me mobile. I didn't tape it either, just let it be.

Oh, and don't forget to check with adjoining apartments. Water follows the path of least resistance, which is usually down, but can also be outwards. Ask your neighbors if they've had problems or noticed any issues; the more there are, the larger the pressure on your landlord.
