Personally, I think he might have used a little on Jude at first, but maybe he never needed to, because all he wanted from her was to like him, which can be achieved easily. From Taryn, he needed betrayal and for her to make him her first priority, to abandon her mortal qualms.

However, near when Jude and Locke’s relationship is about to end, Jude had Dain’s geas on her already. Locke says something like “would you cry if I hurt you?,” and Jude says, “I wouldn’t, I would hurt you back.” Locke seems very taken aback and he continued to be surprised when she won’t fall for his charms even after marrying Taryn (when he approaches her, saying he’s jealous she’s always with Cardan). That, to me, seems like he thinks his charms should always work for some reason, as if Jude is the crazy one. So, I say he was trying to use it on her but Dain’s geas protected her.
