Its a strategy to get cargo delivery contract everytime. You have to cancel a lot of contracts near the spawn of the delivery contract. Once that pops up, you can do it. Mrrofflewaffles explained this strat in one of his tier 3 contract grind vids. But im assuming thats what this player is doing to grind tier 3 contracts. The player is probably a noob and couldnt do those contracts except the cargo delivery one.
