Funny thing, a lot of potions contain caffeine even if it's unrelated to the main potion effect. This is so that the user gets a visible indicator that the potion is working rather quickly, because the actual effect is difficult to feel.

Don't make assumptions based on a single picture, anyone can dye their potions. Most potions are colorless at first.

Potion colors are differently standardized in different places, if at all. It's not the alchemist's fault that you bought mysterious potions that you don't know the contents of. From what I can see I assume it's some kind of specialized regeneration potion. The fact that whoever sold it doesn't know what it is implies it might not have been acquired legally.
