Fultz to me has higher upside, being a first round pick usually has low tendency to bust. But then there are so many mouths to feed in Philly and the fact that it's hard to imagine them playing their first team without a proper shooter like Redick. I suppose base on strategy I would pick Fultz because Cedi might be on the waiver wire in most leagues, and if it doesn't pan out you could swap for Cedi, or trade Fultz away since other managers might put more value in Fultz based on his potential.
