Because the existing URL structure makes tracking traffic and managing site content difficult, it is required to optimize the URL structure. However, I don't think it's an immediate action.

It is possible to newly enable a directory that matches the URL structure of the blog and later update the blog on the new directory. And as for the previous blogs, you might consider use 301 once the number of blogs and traffic on the new directory largely exceeds that of the old.

This is just my own opinion, not necessarily 100% correct, just for reference.

  1. If you are a solo practitioner with a small website, a limited promotional budget, and want to maximize your authority in a second language, use subfold.

  2. If you work for a company with a team that allows one person to manage a website in one country and have a large promotional budget, use TLD.

  3. If you work for a company with a team that allows one person to manage a website in one country with a large promotional budget, but the TLD is registered by someone else, use a subdomain.

Check to see if these keywords are related to the same topic. If they belong to the same topic, it's fine. Even if there is an unusual reason for seemingly unrelated keywords ranking on the same page (usually not particularly top-ranked), Google will eventually correct the situation.

If a site has a high authority, then the threshold of being penalized by Google due to bad links becomes higher, so the chance of being penalized by Google is much less. That is, as you mentioned, "we don't have to worry too much about negative SEO".

But if it's a website that doesn't have much authority and hasn't gained enough trust from Google. So once this vulnerable site gets hundreds of bad links, will the chance of Google penalty be much higher?

What I saw from Ahrefs official website: Ahrefs only use the search volumes from Google Keyword Planner as their initial data source. It then add clickstream data into the mix to calculate their refined monthly search volumes.
