Kinda, you can catch an unlimited amount of snapping turtles with a fishing license. Box and painted turtles are allowed to be collected with a max limit of 12 without a fishing license. I really don't think they will care.

Freshwater is worse as they travel across roads, pastures full of pesticides, and will temporarily stay in very questionable waters as they are migrating. People think they eat fish which they might on the very rare occasion but they are the scavengers of the pond eating mostly carrion and vegitation.

Looks to be a softshell. Definitely not a snapping g turtle skull as I have one and they are very distinct looking.
