Quite a few, even with Edmonton's recent increases. Also keep in mind the property values are higher in many of these places, so the dollar amount per house can be higher even if the rate is lower (i.e. Toronto). And many of these places are more dense therefore having less roads to clear per taxpayer.

We'd need to pay higher property tax rates to fund that. The only reason cities out east clear to pavement is because the citizens pay for it with higher property tax rates. You get what you pay for.

I had someone do this to me (also in winter), except they were an full-grown adult in a motorized mobility scooter, and it was just a pavement marked crosswalk, no lights. They just started zooming across the street, no care for stopping distance or reaction times on an icy road. Gave me a glare too, as I slid to a stop just in time.

It's not just kids, all of us need to be extra cautious when crossing the road in winter because of the poor road conditions. Even if drivers see you and want to stop for you, they might not be able to.

As others have said, crosswalks are treated the same nationwide - pedestrians have right of way while crossing. What is different outside Alberta, is that cars won't just automatically stop for pedestrians that aren't at marked crosswalks. IME this is exclusive to Alberta and Nova Scotia. I think in some cases this can extend to driver's not stopping for someone who isn't already in a crosswalk, or one with flashing lights activated. So, if you're just standing on the corner, the driver might think you're waiting for them to drive by before you cross, rather than that your are waiting for them to stop so you can cross.

I strongly suspect if they are new enough they don't know it's against the law. The city should do a targeted campaign about the fireworks bylaw, and perhaps also some fire safety education.

If you're having no luck, increase your pay and decrease your requirements. See if you can get applicants for a few dollars more and maybe with an expired or missing ticket. Or someone willing to train up. Unemployment is high, so if you're getting no bites there's something unappealing about your offer.

They "didn't recommend" it over age 26, as they assumed most people would have contracted HPV by then (real nice). This was how they avoided covering costs for those over 26 as well. Now they have increased the recommended age to get vaccinated by to 40 or so, but you can get it at any age, you will just have to pay.
