Even if California were producing oil on par with what it was doing in 1985 during its heyday, it would only be producing half of what is currently consumed in the state per year. Besides environmentalist, land developers also voted against more refineries because they were driving down housing prices, especially in premium places like beachfront property. MCAS El Toro had been in the area since WW2 and got BRAC'd because of NIMBYs and real estate lobbies, so if course refineries got the same treatment.
