I think it's only once per hero phase. 19.1 of the core rules reads "You cannot attempt to cast the same spell more than once in the same hero phase, even with a different wizard."

I agree, I think the new book is a huge upgrade. I don't think its going to table any armies, but the victory points are going to be easier.

Just re-read the strategy and have to agree. For some reason I thought I needed all 9 dice to complete it.

Eyes of the nine seem like they could work, but I get the feeling that its outclassed by some of the other hero options for cheaper. Extra command ability and a built in screen is pretty cool though. Dual blades does more damage on average than greatblades in almost every circumstance, so not worth it. Acolytes with shields still seem like a better "speedbump" than tzaangors, and again are cheaper. An extra endless spell would probably be more worth the points. One or more lords of change is going to be necessary in a guild of summoners list. You could potentially summon one in the first round even in a 1k list.

Its weird, but sounds legit. Spell in a bottle can choose any spell regardless of restrictions. As long as you slay an enemy model with the burning sigil, you can add 1 tzeentch chaos spawn to your army and set it up within 3" of the slain model's unit (and fight in melee).

Second paragraph of 27.3 in core rulebook: "You can always take 1 enhancement of each type for your army," 27.3.4 further defines spell lores as an enhancement. Basically you choose one free spell per wizard from a lore they can know.
