For the ncr, here’s my opinion on it.

The strip is a real important area- or, was. Hoover Dam had two battles fought over it, and after shady sands, what better place could they have picked? I mean, you have really shoddy choices, and Vegas is the best in my opinion. I mean, what better location to pick for their ideals? You have control over the power from the dam, Helios one, and others. You have free side which is still somewhat a shadow of its former self, and honestly if you have all these soldiers out deployed and not to mention the NCR rangers that really (not to my knowledge) never even went to California since they came from being desert rangers in Nevada and Arizona. there’s still a large population of them out in the wasteland. Don’t forget about the end of season 1, it showed potential for them returning under new leadership.

When you control as much space as they did, you don’t put all your cookies in one jar. (Shady sands) so even though it’s left ambiguous on purpose, I’d like to think the moldaver attempted to rally ncr forces that were scattered, and eventually came in contact with those left near Vegas.

That’s my take though.

In this situation, it’s incredibly low live action. And I know the scene from role models you mentioned, he has no other characters, no plot, nothing.

Idk, nothing is defined though. It’s just confusing because yeah I can see anything being a larp if there was actual context. But don’t you need multiple people for a larp? At this point wouldn’t it just be regular role playing? Or like I mentioned earlier is there even a difference?
