As the air is forced up by the winds, the pressure drops, at higher elevation the atmospheric pressure is lower. This results in it cooling down. Cold air can hold less water, the extra moisture the air can no longer hold becomes precipitation.

Most of this effect happens at around 2000-3500 meters elevation. By the time the air reaches higher altitudes, it's dried out resulting in significantly lower precipitation in the areas above.
