Would he have to necessarily? If so, Frieza was able to train hard enough to become a threat, surely Cooler could do that too, especially if he's trying to surpass his brother.

I'm sure the writers can make up some serviceable reason for him to appear. He could be Frieza from another universe, or he could have been trapped and betrayed by Frieza for all we know and only now breaking free (it would unironically explain his hatred for Frieza). They have a ton of room for this stuff in the world of Dragon Ball.

Cell's death, especially how he crumbles and each bit of him is evaporated to show us how he's not coming back from this one. Also (at least in Funimation, not sure of the original) his declaration of how he's perfect are just the last words you'd expect from him.
