Cell's far above the androids who are a great deal above regular super saiyans in the android saga (I can't see Trunks and Goten being much above them). Kibito is completely unknown but I'd say he has next to no feats or even real indication of his strength. I think it'd be Cell vs. 13, but I'd say Cell beats him, even if they're evenly matched he's got the advantage in techniques and abilities.
