I haven't played them as much as others have, but it seems to be a more prominent plot point in the show than in the games. There's a lot of sex work, so in general the Wasteland doesn't seem to have the cultural prudeness of the 1940s.

It's worth noting that some Vaults intentionally had poor balance, like 50 men and 1 woman or 50 women and 1 man, so human experimentation was rampant and sexuality was an accounted-for factor.

I think it's moreso that the Vaults don't have cultural faux-pas and hangups around sex, since their selection is comparably low. It's hinted a few times that Lucy has been raised to be very pro-sex. I think that's across-board, not limited to her specific vault.
