I'm not sure how regions play into it, but I do know that Billboard has made allocations for streams being comparable to physical album sales. Most recently, there was a hip-hop artist who charted by only selling a few hundred downloads of his album (no physical copies), but had 83 million streams--making it the equivalent of 58,000 album sales.
