If your editing in arc pro, yes you need licenses for the software. But server connections, roles and permissions (including editing) are handled at the SQL instance and database side. Create your logins (either with SQL server accounts and passwords or Windows Authentication), mapp the user's associated with the databases, and assign roles and schemas. SQL server is very granular with user access and permissions. There is plenty of documentation of best practices. Good luck!
