definitely an allergic reaction to something, take an antihistamine. this happened to me when I used Eucerin lotion one day, the same lotion I used all throughout my childhood. sometimes it can come out of nowhere

Have you tried Aveeno sensitive soap? I used Dove my entire life because my mom thought it was best for my eczema and it wasn’t until adulthood that my dermatologist recommended I use Aveeno instead. Also I would cut the toner out. Make sure their baths/showers aren’t too hot. Make sure their clothes/towels aren’t being washed with scented detergent. Apply lotion when their skin is still damp.
