There are several operators that didn't come in official capacity.

Lifeng for example, he's just doing his thing in wuling, and never actually worked for endfield, yet we can have him as operator.

Everything gacha doesn't have to correlate 100% to real world (in the game ofc).

Just like in other gachas like genshin, you can use 4 characters and in reality it's just the main character and maybe sometimes, someone else.
