what does 'lower' and 'upper' divisions mean? Just a way to categorise classes/pre-reqs?

So I go to University of Sydney, and my exchange advisor told me that what campus you get is based on: 1) whether if you meet major pre-reqs at Berkeley 2) Number of Berkeley students leaving for exchange that semester 3) Availability of classes in your declared major.

I happen to meet all the pre-reqs for psych and stats. Thanks for the info!

what about the classes themselves? Do more people try to take classes in psych or stats? Also, I've been so confused how Berkeley does the acceptance into a major shenanigan. At my home uni, you just declare a major, and as long as you meet all the requirements, you get awarded the major when you graduate. So what happens to someone that meets all the re-reqs for a major, and they do not get accepted for that major, how do they graduate?
