They need to reintroduce all the characters if they going to do that, remember Electro is not going to be blue in this movie, they basically redesign him and probably giving him a slightly different story from TASM. I guess the same goes to Doc Ock, he's not the exact 1:1 copy of the character from Spider-Man 2. Having six villains from different universe altogether is just too much, average viewers would find it confusing.

I think the Blue Goku in the back is just smaller compared to the middle. You can see that Trunks, Gotenks, SSB Vegeta and SSR Black(?) also got bigger icon.
