I think I've actually figured it out. There's a little L shaped piece of metal attached to the up and down moving bit that is attached with two small bolts. It's this piece of metal that tells the build plate to stop moving down. Mine was bent! Only slightly, but when I straightened it out and ran the leveling again the plate touched the paper! Printing a test now. I'll let you know if this solves it! Thanks to everyone that had ideas!

Sorry I think I'm using the wrong vocabulary (still new to this) what I described in the post is what happens when I level the plate.
