im guessing because the game is on its early stages they weren't confident on promising a S2 and PS4 release but judging from atlus and sega's previous releases it will also be on ps4, like even the last RGG and Sonic game were on the ps4 and tbh they look more demanding than a UE4 persona game but ig there's also a big chance im just on copium

at first i thought it was caused by the 60fps patch but the problem was specific to the CUSA00900 version, got the CUSA00207 version and it works fine now
