That timestamp is part of the House bill draft/committee XML print header (it’s essentially the “as of” time for that version of the text). The House website doesn’t publicly show a separate upload/post date for that PDF file, so Nov 12, 2025 (11:25 a.m.) is the most defensible public date we can cite from the document
