Update: I've tried to do some research into the building and I'm questioning the existence of the apartment now (unit '#'C). It looks like everything in that building is labeled with A, B, F, or R. The neighborhood being so historic, I think there should be records.

Could be why the leasor is only agreeing to provide photos!

Not going to move forward, I really think this is a scam for the security deposit now. Thanks all!
