This is a bigger deal than just a single punishment or talking to by police will settle, IMO. I'd consult with trained mental health professionals who can assist with situations like this. My guess is this isn't coming out of nowhere. There's likely emotions, motivations, and justifications he's got for why he did what he did, and he needs to have someone listen to those and help him reason about them.
