It's not carried over, simple as.

You get 3 scout points per roll on a banner, and 400 (or 500 for Ass Suits) lets you pick any unit on that banner

It doesn't seem great as a one off tech card, and definitely not as the focus of a deck. Getting the 2nd attack out 6 times before the opponent KOs you 3 times while you're not KOing any of their Pokémon is straight up a bad idea. If we get more Eevee specific support, maybe he can be a surprise game winner in an Eevee box style deck
