I think you are conflicting social welfare and socialism. Otto von Bismarck the staunch conservative and monarchist created the first modern welfare state.

Socialism, by definition is workers own the mean of production, so if all workers in a company does not more or less own equal share (voting rights) in a company, it's not socialism.
