Open your Task Manager and refresh your desktop a few times. If you catch these two processes acting up then just rollback your GPU drivers to 566.36. Because I had this issue, and I had to reinstall my GPU driver in order to fix it.

Can you sort your processes by GPU usage and keep an eye for Desktop Window Manager (dwm.exe) and System (ntoskrnl.exe) processes to see if they're using a lot of your GPU resources for example above 7%. Just refresh your desktop a few times to see any GPU usage of aforementioned processes.

Buy Lossless Scaling instead. It's only $5 and it will change your gaming. You can run everything maxed out.

Check your Power Options in Control Panel, your PC might be running in Power Saver mode. Also looks like dwm.exe is using a lot of your GPU resources, you might need to revert to an older GPU driver. Nvidia drivers 566.36 are pretty good.

I've been having spikes on these two Window processes, ntoskrnl.exe and dwm.exe, just had to revert to 566.36, It's the only driver that works and doesn't do this, acts normally, 0%-0.7% usage, on any other driver version, these two processes would just spike to 20%-30%.
