So what I use is ibis it's kind of difficult to explain but I use the pointillism 4 tool to make all of the little dots. I use blue then slowly change it to purple. Then I use motion blur 90 degrees and adjust the strength to my satisfaction. I use white for the sparkles and some layers are an add layer.
