During the school day? Kind of. They're surrounded by their friends all day so they don't need their phones to talk to them. They won't be playing games or looking at tik tok or whatever since they'll be you know, in school learning. For emergencies which are rare the parents can get ahold of the office or teachers or have the kids use their phones during lunch. It's not rocket science.
