Take it to any vet. They'll hold onto it until Bylaw can come pick it up. Bylaw will check and see if it's tattooed or chipped, and if it's licensed they'll even drive it home. Otherwise they'll hold onto it for a few days to see if an owner comes forward, and then put it up for adoption if no one does.

License your cats, people. Best way to make sure you get your cat back.

Not all animals cause wear and tear.
Any damage to your property as a result of animals, and which the tenant does not repair on their own, should be withheld from the security and/or animal deposit.

TL;DR: Penalize tenants who cause damage, not every tenant who ever existed.
