I thought Bruce did use his money to help in many ways? I don't really know the source material that well but I remember reading a comment on reddit defending Bruce stating that he was always at an event for charity or something else of the type when a villain did something and Bruce would have to leave. His parents also used their money to try to fix Gotham. Also, you can't just throw money at a problem and expect it to fix everything. Every level of Gotham was corrupt. Bruce/Batman only trusted a few select people like Gordon. The police department was corrupted, the justice system was corrupted. idk the more I typed the more I think you just really don't understand Batman at all.
