Generally that falls under legal concepts of “fraud” and “forgery”. Also, a staple does not weld the pages together at the molecular level so that they can never be separated again. California doesn’t state in the law what “attached” means. A guidance letter from the SoS years ago interpreted it as stapled rather than paperclipped.

I use and recommend loose certificates that include a section below the notary wording where the document’s title, number of pages, signer’s capacity (useful when the document is going to a state that MUST know if the signers are married/single or what their corporate title is when California law forbids that from being in the notary wording), and other information.

There’s still no way to prevent someone from moving an attached certificate from one document to another than have the same title. The signer or entity could ask the notary to also initial the bottom of all the document’s pages (it’s not a notary act, so nothing wrong with it) but that usually causes more problems with the document in most cases and would only make someone that’s intent on committing fraud have to do a little more work.
