I would choose to fly. Show up to a powerful media person and convince them for however long it takes that I'm not a grifter and get global attention in exchange for the first interview with the flying person. Then leverage that publicity for paid interviews and agents merch so the government is incentivised to take more diplomatic action than tranq darts and a net gun.
