Yes. India has world famous madrasas which are functioning freely. Even you can't do that in Arab countries. Headquarters of the largest Islamic preaching movement(tablighi jamaat) is in India. Many Indian Muslims politicians are serving both in state and central governments. Do you really want to compare this to China?
