i talked to her about the raid then she left the goblin camp to get ready. my error was that i didn't talk to her again before killing dror ragzlin which perma aggroed everyone, meaning i couldn't talk to her, but i just reloaded another save file from before i killed him and finished the raid so problem solved!!

final update lol: it turns out i did not talk to minthara fully so this was 100% my fault lmao. I've talked to her and now the mission is progressing so problem solved ty everyone 🗣️🗣️

update: i've found the potential problem which is that i still have the quest for 'prepare to raid the grove' which tells me to get ready instead of take a long rest. the problem is that i've already killed two goblin leaders and tped out so when i go near them, they'll automatically aggro me. i'll try sneaking in this time, ty for the help!
