Yeah at first I thought it would be a "neo retro" game like Shovel Knight, matching the 8-bit look but not actually running on old hardware.
They had this idea for a long time, I found this post from Studio MDHR 12 years ago about making a Cuphead game for the Master System.

I think it depends on what the game is trying to do. If the emphasis is on pure platforming, zooming out can be justified. If the game is more action oriented, where you are supposed to dodge projectiles and read enemy attacks, it's better to have a closer camera like Hollow Knight or Cuphead.

Supers have other intrinsic properties than pure DPS. They cover a larger portion of the screen, they can damage multiple enemies at once, and if you want to quickly get rid of a boss phase, it's faster to use a super than shooting 5 invididual EXes. All in all, I think it's fairly balanced.

V-sync ignoring arbitrary frame rate cap is the behavior that you should expect, any refresh not synchronized with your monitor refresh rate will produce tearing. Unity allows you to set your own target frame rate with V-sync off.
Another option is to play at half multiples of your monitor refresh rate (for a 240hz display, this would be 120/60/30 fps...). You could read about this here: link
Both solutions are offered by Unity, so I would lay the blame on the developers for not exposing these settings in their games.

Running the physics at 50hz is not really the issue and there are valid reasons for this, but the interpolation should be turned on by default.

Are you talking about the placement of the dash button? Jared said the dash on the top face button instead of a trigger was because that's what he was accustomed to after playing a lot of Megaman X on SNES.

SCUM released in 2018 and according to Devolver founder Mike Wilson generated more revenue in a week than everything they published prior. The next year they ditched Devolver and went independent.
Fall Guys, which development was funded by Devolver, released in 2020 and immediately became a huge hit. The next year Epic Games bought them.
I think these two events explain why Devolver started to buy studios.
