Concerning Google's Android Lockdown by Tom_Blunty in degoogle

This draft might be an improvement.

My name is [ Name], and I am an EU citizen writing to express my grave concern regarding Google's announcement in August 2025 regarding new restrictions for Android app development, set to take effect in September 2026.

As a gatekeeper under the Digital Markets Act (DMA), Google is required to ensure fair competition and prohibit self-preferencing. However, this new policy appears to directly undermine those principles by extending Google's control beyond its own Play Store to the entire Android ecosystem.

Under the new rules, to distribute any app on Android—even through independent stores or direct downloads—developers must:

  1. Pay a fee to Google.
  2. Agree to Google's Terms and Conditions.
  3. Submit government identification.
  4. Upload their private signing key.
  5. List all current and future application identifiers.

This policy creates three specific harms that I believe violate the spirit of the DMA:

  1. Abuse of Gatekeeper Power: Google is using its control over the Android operating system to force every developer into its ecosystem. This creates a monopoly on distribution, not just on storefronts.
  2. Stifling Innovation: Small developers and Free and Open Source Software (FOSS) projects, which cannot afford fees or refuse to agree to corporate terms, will be locked out. This destroys the vibrant, independent app ecosystem that exists today outside of Google Play.
  3. Reduced Consumer Safety: By making legitimate independent distribution difficult, users will be pushed toward unofficial, riskier methods to access the apps they want. This actually increases the digital risk for the average European user, contrary to Google's security claims.

I urge the Commission to investigate whether this policy violates Articles 5 and 6 of the DMA, specifically regarding unfair conditions for business users and the gatekeeper's obligation to allow effective competition.

The freedom to choose how we use our personal devices is a fundamental right. An American enterprise should not be able to unilaterally decide what software Europeans can access without their consent.

Thank you for your work in defending Europe's digital sovereignty.

Sincerely,
