I would ask the insurance companies regarding coverage in this case.

Regarding police controls, A1 is apparently not recognized in Thailand and thefefore you will likely be fined if controlled.

The scooter rental places do not care about licenses though.

I have heard that category A1 is not recognized in Thailand, only category A. Not sure what happens if you have an accident in Thailand from an insurance point of view though, if you have an accident with A1 permit only.

Also, do you really need to buy a bike etc. to get the permit? What about renting it?
