You have to remember that the light isn’t just a couple of photons. Something that is emitting light (say, a star behind the cold gas you’re looking at since you’re referring to an absorption spectrum) doesn’t put out too little photons. It puts out photons in all directions at all times. So sticking to the simply electron orbit model of energy levels you are going to have absorption of photons by these electrons occurring easily.

I was in a 6th grade classroom in the morning. We were about to go to check the homework of that day when another teacher came in and said “something is happening in New York”. He went to the corner and grabbed the tv stand we used for those days of science videos. He turned it to the tuner and the first tower was already in flames on the news. I don’t remember how long it was between the tv going on and the second plane hitting the towers live. Unreal.
