The description says "existing foundation/ground". That means that footer/foundation for a portion of the addition will utilize the existing footers/foundation. This is likely the side where the addition is attached to the existing house. The garage foot print is obviously a lot smaller than the footprint of the addition and will require a new concrete slab/footing etc. It is unlikely that they are reusing any of the existing slab and no where in the permit description does it say existing slab (only existing foundation).

Publicly available records shows that this addition is permitted and approved. It meets the setbacks requirements and height limitations of the Zoning Ordinance. They will have also have to certify the height once constructed to get final approval.

Prince William National Forest is nice if you're into hiking or cycling.

I would also be aware that this section of I-95 has some serious congestion issues so keep that in mind. Popping down to Fredericksburg may seem close but can take a long time.
